The U.S. Treasury Department and the American Bar Association are urging Congress to impose penalties on attorneys and accountants who advise companies to participate in tax avoidance schemes. The Treasury Department has proposed a multi-pronged plan to attack abusive shelters. But critics charge that the line between legitimate and abusive shelters is often unclear, and that the Treasury Department and the ABA shed little light on the matter.
