N.J. workers who take buyout plans can't collect unemployment

A New Jersey appeals court has voided a state Department of Labor regulation that made unemployment benefits available to workers who accept buyouts or early retirement packages, finding that such benefits should be reserved for workers who lose their jobs involuntarily. The Department of Labor had adopted the regulation in 2003 shortly after Verizon, a major employer in the state, offered early retirements and buyouts to downsize its workforce.
