Everyone Loses With Y2K Act

President Bill Clinton was brimming with optimism last month when he signed the Y2K Act into law. "I hope that we find that the Y2K Act succeeds in helping to screen out frivolous claims without blocking or unduly burdening legitimate suit," he said. While it passed with an anti-lawyer fervor and with rhetoric about controlling ambulance chasers, the Y2K Act will fail to reduce litigation. What the act will do is create a new laundry list of procedural requirements for legitimately damaged plaintiffs.
