More than 200 lawsuits filed against New York City by people who allegedly suffered injuries when exposed to toxics during 9/11 rescue-and-cleaning efforts will go forward following a Manhattan judge's decision to allow late claim notices. Arlen Specter, D-Pa., filed a brief on behalf of himself and two other members of Congress on Wednesday in a closely watched human rights case testing whether foreign torture victims can seek damages in U.S. courts.
