Some law firms have returned to the downtown area, but many others have opted to start over in areas less scarred. Some, such as immigration solo H. Taufiq Choudhury, have faced bureaucratic red tape in re-establishing their practices, while others were able to return due to relatively low market rates and through federal and local incentive programs.
