Battling a Bureacracy Run Amok

Nearly 45 years after it was begun, the impetus for the Security Risk Committee of the Bar Association of the District of Columbia seems to have come from an unusual source. The committee was established in January 1955 to provide legal and investigative help to federal employees who had been branded disloyal or security risks. It was the brainchild not of some firebrand defense lawyer but of the U.S. Navy's general counsel.
