In a major victory for organizations fighting for more funding for Philadelphia city schools, the 3rd U.S. Circuit Court of Appeals has revived a suit that alleges the state's funding scheme has a racially discriminatory effect. The unanimous three-judge panel found that the lower court misunderstood the plaintiffs claims as a demand for more money to go to predominantly minority districts when, in fact, the suit simply demands equal funding.
