Since 1975, New Jersey drivers have been able to take driver's license tests in many foreign languages. But the same privilege doesn't extend to drunken-driving stops, where drivers not fluent in English can easily forfeit basic legal rights. A driver's seeming hesitation upon being asked to take a Breathalyzer test may result in a refusal charge, which carries a license suspension.
