On July 23, a federal jury in West Palm Beach, Fla., levelled $54.6 million in damages against two commanders of the Salvadoran National Guardsmen for their role in the torture of three plaintiffs during El Salvador's civil war. On Wednesday, a motion for a new trial was denied. The case explored an important, emerging area of international human rights law involving the doctrine of "command responsibility."
