Caver v. The City of Trenton, et al.

In this complaint by an African-American former police officer alleging racial discrimination, retaliation and hostile work environment, summary judgment dismissing his CEPA claim is affirmed since referral for a psychiatric evaluation is not an adverse employment action and, while transfer to administrative duty is, plaintiff failed to establish a causal connection between his demotion and his whistle-blowing activities, nor did he establish a hostile work environment under Title VII or the LAD.
