But last week, the 11th U.S. Circuit Court of Appeals ruled the men deserved $9.3 million after they were fired as managers of a hotel and casino owned by the Miccosukee Tribe of Indians. Hambrecht & Quist became the latest institution fined by NASD for taking excessive brokerage commissions on IPO shares. H&Q agreed to pay $6 million in penalties for alleged profit-sharing via the commissions -- effectively a form of kickback for allocating hard-to-get IPO shares to customers. Because H&Q is now part of J.P. Morgan Chase & Co., J.P. Morgan will pay the fine.
