For 12 years, New York's judges have toiled without a pay raise. Now, 68 judicial hearing officers are working for free. Chief Judge Jonathan Lippman said the volunteer JHOs represent the loftiest ideals of the judiciary. "It demonstrates graphically what we have said all these years: Judges are dedicated to fostering justice. We couldn't be more grateful or appreciative. They really do make a difference."
