In a deal valued at about .7 billion, Malaysian-based energy provider YTL Power International Berhard announced last week that its British unit, YTL Utilities (UK) Limited, had agreed to purchase British water utility Wessex Water Ltd. from Azurix Corp., the Houston-based water unit of the bankrupt Enron Corp.
