Scalia Recusal Revives Debate Over Judicial Speech, Ethics

Justice Antonin Scalia's decision last week to recuse himself from the Pledge of Allegiance case, a potentially landmark church-state dispute, may open a new front in the debate over what judges should say off the bench -- a controversial matter fueled partly by Scalia's own opinion in the judicial speech ruling Republican Party of Minnesota v.
