This isn't the first time the tobacco industry has tried to thwart the Food and Drug Administration's onerous new rules, which require that future cigarette packs contain disturbing pictures showing the ravages of smoking. Two years ago a group of tobacco companies filed a lawsuit in Kentucky federal court, but a judge upheld most aspects of the law. Now tobacco companies are taking aim at the law's regulations in D.C. federal court.
