Comcast Corp. on Oct. 23 acknowledged "delaying" some subscriber Internet traffic, but said any roadblocks it puts up are temporary and intended to improve surfing for other users. Internet watchdog groups denounced Comcast's actions, calling it an example of the kind of abuse that could be curbed with so-called "Net Neutrality" legislation.

Telecom Measure Slows to a Crawl

Battles among key lawmakers in Congress will likely delay a vote on a major telecommunications bill aimed at speeding telephone companies' entry into the subscription TV business. The legislation would allow phone companies to obtain a national franchise to initiate service rather than obtaining thousands of local ones as cable operators have been required to do. Judiciary Committee Chairman James Sensenbrenner sent a letter to House Speaker Dennis Hastert requesting authority to review and change the bill.
