Zach and Dickie Scruggs and a law partner were indicted in November after an associate secretly recorded conversations about a plan to bribe a judge. The Justice Department has asked a judge to throw out a $959 million judgment levied against Iraq for torturing American prisoners of war in 1991 -- arguing that President Bush has recently granted the country sovereign immunity from actions committed by the Saddam Hussein regime.
