Tort Reformers: Texas Ranks 40th For Lawsuit Climate
The U.S. Chamber Institute for Legal Reform has ranked Texas as No. 40 among the 50 states for its legal system and litigation environment. East Texas was the worst jurisdiction in the U.S., said 26 percent of respondents.

A national tort reform group has ranked Texas as No. 40 among the 50 states for its legal system and litigation environment.
Texas earned a score of 58.5 out of 100 to land in the No. 40 spot, according to the U.S. Chamber Institute for Legal Reform's 2015 lawsuit climate survey. The survey was based on telephone and online surveys of 1,203 in-house lawyers and executives in companies with at least $100 million in annual revenue. It was meant to gauge the business community's attitudes towards each state's legal system. There is a 2.8 percentage point margin of error in the findings.
The survey asked respondents to choose among a provided list of cities and counties to identify those with the least fair and reasonable litigation environments. Twenty-six percent of respondents said that the worst jurisdiction was “East Texas.”
