Frank Stevenson, a Dallas partner in Locke Lord, has been elected vice president of the Western States Bar Conference and to the board of trustees for the Texas Bar Foundation. Stevenson is the immediate past president of the State Bar of Texas.

Elected

Jarvis V. Hollingsworth, a Houston partner in Bracewell, has been elected to the board of directors of Frost Bank and its San Antonio-based holding company, Cullen/Frost Bankers Inc. Hollingsworth chairs Bracewell's public/education law practice group.

New Positions

Jeffrey Cash has joined the Dallas office of Spencer Fane as a partner. Cash represents clients in a broad range of transactional matters, with an emphasis on mergers and acquisitions and private equity.

Jorge A. Labastida has joined the Mexico City office of Thompson & Knight as a partner in the firm's finance practice group. He focuses his practice on assets-backed and structured cross-border financing, project finance and real estate finance, including, securitizations, multi-jurisdictional tax-advantaged finance and structured leasing. Labastida formerly was a partner in Haynes and Boone in Mexico City.

Matt Berde has joined the Dallas office of Weil, Gotshal & Manges as an associate in the firm's banking and finance practice. Berde participates in advising borrowers and leading private equity sponsors in a variety of financing transactions, such as first and second lien credit facilities, middle market and large cap financings, as well as in cross-border and domestic acquisition financings and debt restructuring transactions.

Elizabeth Forrest has been promoted to a name partner in the recently renamed East Texas firm of Siebman, Forrest, Burg & Smith. Forrest, who is based in Plano, handles a variety of litigation matters, including business disputes, patent and trademark infringement, trade secret misappropriation, False Claims Act cases and other civil matters in state and federal courts. The firm's name change also recognizes the recent departure of partner Larry Phillips, who recently was sworn in as judge of the 59th District Court in Grayson County.

Retirement

Donald J. Guter, president and dean of South Texas College of Law, has announced he will step down at the conclusion of the 2018-2019 academic year. His contract will expire in May 2019.
