Up to 24% of the Houston-area eviction cases filed during the COVID-19 pandemic should have been barred by the federal eviction moratorium, according to a new report.

Eric Kwartler, staff attorney at South Texas College of Law Houston, created a database of Harris County properties that he said are protected by the CARES Act, and then he studied 5,600 eviction filings between March 27 and July 25, the period of the moratorium. He concluded that 1,334 of the evictions should have been barred by the act.
