Are defective bar codes on mail-in ballots in 2020 what the hanging chad was in 2000?

Judge John Chupp of Tarrant County’s 141st District Court has ordered Tarrant County Elections Administrator Heider Garcia to finish counting 11,000 mail-in ballots that had defective bar codes, preventing them from being read in automated counting machines.
