A self-described "disbarred and disgraced" former attorney on Monday filed what appears to be the first civil lawsuit authorized under a new Texas abortion law, after a doctor in the state said he performed the procedure in violation of the measure.

The complaint was filed Sept. 4 in Connecticut District Court by attorney Robert M.
