A Fifth District Court of Appeals open records opinion that went against a media organization would leave the public open to abuse by government agencies, said a dissenting justice.
Empower Texans Inc., a nonprofit media organization and conservative advocacy group, sued Dallas County over a dispute about a fee charged for open records.
