Two justices of the Dallas Court of Appeals voluntarily recused after a Collin County resident asked the entire court to recuse from hearing a challenge to the appeals courts' use of docket equalization.
Although Chief Justice Robert Burns of the Fifth District in Dallas denied the motion to recuse, Justices Robbie Partida-Kipness and Maricela Moore Breedlove gave notice of their recusals.
