Process servers rarely stand at the center of constitutional debates or get into tussles with judges. But the Certified Civil Process Servers Association of Texas (CCPSAT), an Austin-based nonprofit, changed all that. On Sept. 5, CCPSAT filed a complaint in the U.S. District Court for the Western of Texas in Austin, seeking to enjoin the Texas Supreme Court from creating or maintaining any administrative board to regulate and discipline process servers.
