Reforming eyewitness identification procedures used by law enforcement agencies should be the top priority of any legislative effort to address the problem of wrongful convictions in Texas, according to a recent report by a panel of criminal justice experts.
In a report released Feb. 23, the Texas Criminal Justice Integrity Unit (TCJIU), a 13-member group that Court of Criminal Appeals Judge Barbara Hervey established in June 2008, urges the state Legislature during the current session to address how to prevent erroneous eyewitness identifications.
