Jo Ann Biggs, along with a half dozen of her Vinson & Elkins partners, spoke for two hours to existing and prospective clients in the firm’s Houston office on Feb. 27, 10 days after President Barack Obama signed the American Recovery and Reinvestment Act of 2009, better known as the stimulus bill.

It was precisely because of that new stimulus bill that the V&E partners, including Biggs, who advises utility companies, planned the seminar for the energy industry participants. Biggs says she and her partners want to help the corporate executives understand what the new laws mean for their companies and why they might need legal advice to capitalize on new opportunities and to help them safeguard against violating new rules included in the federal legislation.
