An Arkansas jury found Marcel Wayne Williams guilty of the capital murder of Stacy Errickson and sentenced him to death. The Supreme Court of Arkansas affirmed the conviction and sentence. The state trial court denied Williams’s petition for state post-conviction relief, and the Supreme Court of Arkansas again affirmed. Williams then filed this petition for a federal writ of habeas corpus, alleging ineffective assistance of counsel and other claims. After an evidentiary hearing, the district court granted the writ solely on the ground of ineffective assistance of counsel at the penalty phase of the trial. The State appeals, arguing that Williams established neither constitutionally deficient performance nor prejudice under Strickland v. Washington, 466 U.S. 668 (1984). Williams cross-appeals the dismissal of other claims. After careful review of the record, we reverse the grant of habeas relief and affirm the dismissal of the remaining claims.
