The Texas House plans to debate on Saturday an omnibus civil justice reform bill that includes loser-pays and meritless-suit dismissal provisions, after Gov. Rick Perry declared the bill an emergency on Thursday night. The bill is now on the House’s emergency calendar after debate came to a screeching halt Thursday, because Democrats alleged procedural points of order to try to derail the bill.
“Basically, tort reform and specifically some of the things that are outlined in that bill, like loser pays, are a priority to the governor,” said Lucy Nashed, a Perry spokeswoman. “He felt it was important that it get addressed in this session.”
