Some businesses are gung-ho about state legislation to curb what they say are abuses by “patent trolls.” But during a recent Senate hearing, other companies that depend on their patent rights to protect their inventions urged senators to hold their horses.

The Senate State Affairs Committee met on Sept. 15 to discuss an interim charge to examine the impact of “threatened and actual patent litigation” on Texas businesses, innovation and the economy. The committee must recommend ways the state can “address problems related to frivolous legal actions and unsubstantiated patent claims.”
