When a seasoned federal judge with a reputation for efficiency winds up on Texas Lawyer’s annual Slowpoke Report, it’s usually for very interesting reasons.

And that’s certainly the case for U.S. District Judge Keith Ellison of Houston, whose 15 years of service as a trial judge in the Southern District of Texas—which included a stop in its busy Laredo Division—has not been mentioned in the annual report until 2014.
