U.S. Court of Appeals for the Fifth Circuit Judge Patrick E. Higginbotham, appointed by former President Ronald Reagan in 1982, has earned a reputation for astute questioning of counsel, sharp reasoning in opinions and, a less laudatory trait, mumbling from the bench.
Indeed, Higginbotham’s proclivities for sotto voce persuaded Daniel “Neel” Lane Jr. to seek a special dispensation.
