In his first State of the Judiciary speech, Texas Supreme Court Chief Justice Nathan Hecht announced that he would create a group of legal industry stakeholders to find ways to encourage new lawyers to lower their legal rates so that more Texans could afford them.

Addressing a Feb. 18 joint session of the Texas House and Senate, Hecht said that the middle-class, not only the poor, struggle to afford legal services because the high cost separates them from attorneys who are looking for work. He said this “justice gap” is growing.
