Despite opposition from some legal groups, a divided House committee amended and passed a bill that would create a Texas chancery court system to handle complex business litigation.
The House Business and Industry Committee on April 16 approved three amendments and then voted 4-3 to pass House Bill 1603, by Rep. Jason Villalba, R-Dallas. The bill would create a Chancery Court of Texas and a Court of Chancery Appeals of Texas to handle litigation over certain types of complex business disputes or business transactions. The governor would appoint the chancery jurists. Changes in the bill created a jurisdictional floor of $10 million and excluded disputes involving deceptive trade practices violations, family law, estates and trusts.
