Ironically, a Texas bill that opponents claim is trying to stifle public protests related to state environmental permits is stirring up its own strong controversy.
The Texas House recently approved Senate Bill 709, which is sponsored by Sen. Troy Fraser, R-Horseshoe Bay. The bill contains a number of proposed guidelines, including rules to be considered in determining whether a person or an association has standing in a contested case involving environmental permits.
