The report was prepared by the University of Texas at San Antonio (UTSA); the Asociación de Empresarios Mexicanos; the Universidad Autónoma de Nuevo León, Faculty of Law and Criminology; and the Mexico Institute of the Woodrow Wilson International Center for Scholars.
