Potter County should hire a nonprofit organization to audit its Class A and B misdemeanor justice system and create a public defender office to handle those cases, Amarillo criminal defense lawyer Jeff Blackburn argues in a report issued this month.
Blackburn drew those conclusions after studying the existing Class A and B misdemeanor prosecution system in the county and finding it failing.
