A nuclear separation-of-powers dispute between Galveston County’s legislative and judicial branches was recently cooled down when the Texas Supreme Court stepped in to stay an intermediate appellate court decision that was a big win for the trial courts.
Galveston County Judge Mark Henry and 56th District Judge Lonnie Cox have been fighting over Henry’s termination of the county’s court administrator. Cox had won a temporary injunction that found that Henry had interfered with the judiciary’s inherent powers and injured the courts. The injunction ordered Henry, pending a final trial, to reinstate the employment of Bonita Quiroga, Galveston County director of justice administration; it enjoined Henry and others acting with him from taking action against Quiroga, her department or her staff.
