Gov. Greg Abbott recently announced in an April 18 news release that he has appointed Lesli Ginn as the chief administrative law judge for the SOAH, which was created by the Texas Legislature in 1991 to provide an independent, neutral forum where state agencies and private citizens or entities can resolve legal disputes.
