U.S. District Judge Xavier Rodriguez sees “the light at the end of the tunnel” for a 19-year project to build a new federal courthouse in San Antonio.
Rodriguez said he uses two computer monitors, and on one of the screens the wallpaper is the design of the new courthouse.
