Did John W. Owens, a former lawyer for the Office of the Texas Attorney General, violate criminal and ethical rules and public employee guidelines when he shared with news organizations earlier this month allegations about the state’s halted 2010 investigation of Trump University?

In an attempt to bar those communications, a first assistant to Texas Attorney General Ken Paxton told Owens it was likely he did just that.
