Some 400 Houston-area homeowners who claimed their properties suffered flood damages because of upstream development allowed by local government officials have been denied relief by the Texas Supreme Court.
In a 5-4 ruling, the court’s majority determined that local officials would not have known that particular properties downstream would flood.
