The management company is obligated under the agreement to maintain records of salaries paid to its employees in connection with management and operation of the city's complex. Because the city is entitled to"inspect the books and records of the Complex,it has a right to access SSMI's relevant payroll records, and such employee salary information therefore is public information under the Texas Public Information Act.
