"When denial of bail under this constitutional provision is challenged, the State bears the burden of affirmatively showing compliance with the limits and safeguards of [Texas Constitution Article I] Section 11a. Furthermore, we are required to interpret Section 11a as favoring a defendant's access to bail, and we strictly construe all of its provisions in favor of bail."
