Heald likely will alter the world of state liquor regulators dramatically over the next few years and he'll have to defend his agency's rules. In Granholm , a 5-4 court wrote that state laws that make it more difficult for out-of-state wineries to obtain permits and licenses from an in-state liquor regulatory agency are unconstitutional.
