Terry Mutchler, the first executive director of Pennsylvania's Office of Open Records, will be leaving the office to head up a new practice within Pepper Hamilton's media and communications group.

Just hours after Mutchler announced her move, Gov. Tom Corbett appointed Erik Arneson as the next executive director of the OOR. Arneson has served as communications and policy director for former Senate Majority Leader Dominic Pileggi since 2005. In that role, he worked on developing Pennsylvania's Right-to-Know Law and the creation of the OOR.

Mutchler, who has a long background in public access to government, will lead a new transparency practice at Pepper Hamilton designed to promote open government from a media, government and corporate perspective, the firm said.
