Parties on both sides of a dispute over the validity of a consent decree the NCAA imposed against Penn State announced the sanction will be repealed under a proposed settlement agreement.

In dueling press announcements made around 1 p.m. Jan. 16, both the National Collegiate Athletic Association and state Sen. Jake Corman, R-Centre, said the consent decree, which included a $60 million penalty against Penn State related to the sex-abuse scandal involving convicted child molester Jerry Sandusky, would be invalidated.

As part of the proposed settlement, Penn State agreed to commit $42 million to provide services for child-abuse victims, and $18 million to create an endowment for expanding research, education and public service regarding sexual abuse, the university announced Jan. 16. The proposed agreement will additionally restore Penn State's vacated wins from 1998 through 2011 under former head football coach Joe Paterno.
