Keonna Thomas, the 30-year-old Philadelphia woman who is accused of making plans to join the terrorist group ISIS, will be held in federal custody until trial, U.S. Magistrate Judge Marilyn Heffley of the Eastern District of Pennsylvania ruled Thursday afternoon.

Federal prosecutors offered enough evidence to show probable cause on the charge of attempting to give material support to a foreign terrorist organization, Heffley ruled, and no conditions of release would be sufficient to stand in for Thomas' continued custody.

Kathleen Gaughan, one of the Defender Association of Philadelphia lawyers representing Thomas, suggested that a GPS tracking device and regular searches of the North Philadelphia home Thomas shares with her family could be sufficient.
