Frank Tepper, a 17-year Philadelphia Police Department veteran who was convicted of murdering his neighbor, won't be getting a city pension, the Commonwealth Court has ruled.

While off-duty on Nov. 21, 2009, Tepper shot and killed 21-year-old William Panas Jr. while arguing over a neighborhood dispute. Tepper had been drinking at the time of the shooting.

The shooting sparked a series of legal proceedings. First, a unanimous jury convicted Tepper of first-degree murder and he was later sentenced to life in prison without the possibility of parole. He was also sued, along with the city, in federal court by Panas' family. The Panas family was awarded $4.7 million in the case, but the city was let out of the lawsuit and the family was not able to recover any of the verdict.
