Terry Mutchler, the former executive director of Pennsylvania's Office of Open Records and a former Pepper Hamilton lawyer, has joined forces with a public affairs consultant to launch a new law firm.

Mutchler on Thursday announced the opening of Mutchler Lyons, which will focus on helping agencies, corporations and the media on open records laws. Joining her is Charlie Lyons, a former state director for U.S. Sen. Bob Casey and the co-founder of Shelly Lyons Public Affairs and Communications. Mutchler is also joining Shelly Lyons.

The move allows Mutchler to help clients with obtaining or protecting records, she said, while being “selective” in the matters she takes on. The firm launch also comes at a time when public records requests are likely to multiply, she said.
